Is it a sign of schizophrenia, senility, or something else, if someone mutters to themself constantly without?

realising it, has no coordination, cannot speak properly, stammers, stares blankly, does not dress or wash themself properly, has poor social skills, and is brutish, lashing out verbally without thinking. They are very slow minded in general. What specifically could this be?
