2 stroke oil pump dose the engin need to be running to pump the oil?

just a quick question,dose the motorcycle have to be running for the 2 stroke to pump oil to the carburettor,i have tried turning the engin over wit the kill swwitch on but it shows no sign of pumping the oil to the carburettor
