Replace the alternator.. or starter?

i have a late 80's firebird and i live in michigan where this time of year its very cold and after a storm, it wont start.. its not the battery i know that. when i try to start it it doesnt turn over it just makes a clicking sound.. is that a problem with the alternator or starter??
