Longitude and latitude!!?? HELLPP!!?

How do u measure longitude and latitude on a map with the minutes? I have this school map that gives the like degrees on the outerside but doesn't give any minutes? So how would you measure the minutes? And in general how do u find long/lat on a map? Thanxx! Please help if you can !
